Ukraine: EU opens new centre to support local communities with decentralisation processes

The Centre of Local Self-Government Development opened on 2 June in Dnipro. The new centre will provide assistance to territorial communities and share the most successful national and European experiences in the field of decentralisation. Lawyers and specialists in regional policy, culture and health will help people in Dnipro to get involved in decentralisation processes by taking part in seminars, training sessions and grant programmes. The EU Commissioner for European Neighbourhood Policy and Enlargement Negotiations, Johannes Hahn, attended the opening ceremony and announced the allocation of EUR 200 million for the development of local communities in Ukraine.

"It is important to improve the skill level of community leaders. That’s why these centres will be useful. When it comes to training programmes, it is important that they are standardised across the country. We will continue to support Ukraine," assured Hahn during the opening ceremony.

Vice Prime-Minister of Ukraine Hennadiy Zubko, who was also in attendance at the event, said he believes that new social facilities and services will be provided through the decentralisation process, adding: “Decentralisation reform is a change of management system, the ability to attract new leaders and give them new opportunities. The main thing is the creation of a framework that will unite the country at the level of communities. Thanks to [our] European partners, we will succeed.”

“With new powers and local budgets, which increased tenfold, communities [will] develop modern services, fields of medicine and education. In cooperation with European partners we will help with this,” ensured Valentyn Reznichenko, the Head of Dnipro Regional State Administration.

The Centre in Dnipro was opened in the framework of the “U-LEAD with Europe” programme, a multi-donor action of the European Union and its Member States supporting the Ukrainian government in the implementation of the milestone decentralisation reform in Ukraine.
