Commissioner: further association talks with Ukraine on hold

December 16, 2013

Further talks with Ukraine on the Association Agreement with the EU will be put on hold, Commissioner for Enlargement and European Neighbourhood Policy Štefan Füle said on Twitter on Sunday, pointing out in a tweet that the words and deeds of Ukraine’s President and government regarding the Association Agreement (AA) were further and further apart, and that “their arguments have no grounds in reality”.

The Commissioner then added in a second tweet: “#Ukraine:told deputy PM #Arbuzov in BXL &after that further discussion is conditioned on clear commitment 2sign.Work on hold, had no answer.”

The Commissioner took to Twitter on Sunday after a meeting last Thursday in Brussels with Ukrainian deputy Prime Minister Serhiy Arbuzov in Brussels, where it was agreed that “on a basis of a clear commitment of Ukraine to sign the Association Agreement” the sides will:

(1) prepare a roadmap for implementation of the AA/DCFTA;
(2) facilitate and continue supporting Ukraine in its endeavours to create the necessary conditions conducive to reaching an arrangement with the IMF;
(3) use the existing bilateral consultation mechanisms, which will examine swiftly in depth all issues related to the implementation of the AA/DCFTA.

The issue of Ukraine is due to be discussed by EU foreign ministers in Brussels today during the Foreign Affairs Council. A press release ahead of the Council meeting said the EU’s offer to Ukraine to sign the AA remained on the table. “For the EU,” it went on to say, “the agreement provides the best possible support for Ukraine's economic situation, reform course and modernisation. It is up to Ukraine to freely decide what kind of engagement they seek with the EU.”  (EU Neighbourhood Info
