Summary of the action

Objectives of the action

Overall objective: Improve SWM services for the residents of Ijevan (Tavush region, Armenia) and Bolnisi (Kvemo Kartli region, Georgia) through jointly developing polices and introducing practices in the field.

Specific objectives:

  • Develop jointly policies contributing to the improvement of SWM services in Ijevan and Bolnis;
  • Improve public/stakeholder education in two cities in environmental protection and particularly, in efficient management of solid waste;
  • Contribute to the introduction of a culture and practice of waste separation in two cities.
Target group(s)Local governments of Ijevan and Bolnisi, Ijevan and Bolnisi community-based NGO, Working groups established in each community.
Final beneficiariesMayors, service delivery department employees, city councillors, community-base civil society organisations and residents of Ijevan and Bolnisi.
Estimated results
  • Policy documents are developed and adopted contributing to the improvement of SWM services in Ijevan and Bolnisi;
  • Residents and other stakeholders of Ijevan and Bolnisi have knowledge about environmental protection and are aware of efficient management of solid waste;
  • Waste separation is being practiced in Ijevan and Bolnisi.
Main activities
  • Conducting Citizen Survey, legal analysis and developing SWM Strategic plans;
  • Designing Public Education and awareness raising campaign, preparing visibility materials for the project;
  • Launching Public Information Campaign;
  • Practicing waste separation;
  • Monitoring of the project progress (baseline and follow-up surveys);
  • Conducting Dissemination Conference.

The role in the action of the various actors and stakeholders/co-applicant(s)

Ijevan MunicipalityThe Applicant and the overall project manager. Responsible for project progress and financial reporting to the donor with the assistance of the Urban Foundation. The municipality also is directly responsible for media relations (organising TV programs, etc.), for announcing bid for preparation and installment of special bins for the plastic waste. Ijevan Municipality is selected as a Manager to make sure that after the Action it will continue city to city cooperation formed during the Action discuss new cooperationn initiatives with Bolnisi using project management capacities obtained during the implementation of the Action.
Bolnisi MunicipalityResponsible for cordiantion of project activities in Bolnisi, provision of progress and financial reports on project activities in Georgia. The municipality is directly responsible for media relations (organising TV programs, etc.), for providing legal analysis in the field of waste management in Georgia, for organising knowledge contest in Georgia, for announcing bid for preparation and installment of special bins for the plastic waste, for organising and finalizing SWM strategic planning process along with Kvemo Kartli Public Information Center.
Safe Childhood NGO, IjevanThe organisation is specialised to healt education and will look into seminars not only from environmental protection but also from healthcare perspectives. Within this action, it is responsible for organising public education activities in Ijevan. This includes organising seminars on environmental protection, mobilization of citizens for clean-up events, organising knowledge contest and exchange visit along with Georgian partner. It submits progress and financial report to Ijevan Municipality.
Ijevan Union of Communities, non-profit, IjevanResponsible for organising the whole process of SWM strategic planing process for Ijevan: organising town hall meetings, sessions for prioratizaiton of identified problems, discussion the plan in the municipal commission and working group, finalization of the strategic plan, and presentation of the strategy to the residents of the city through TV program. It submits progress and financial report to Ijevan Municipality.The organisation has sound track record in outreach and in working with local authorities.
Kvemo Kartli Public Information Centert, BolnisiResponsible for organising public education activities in Bolnisi. This includes organising seminars on environmental protection, mobilization of citizens for clean-up events, organising exchange visit along with Armenian partner. Responsible for organising the whole process of SWM strategic planing process for Bolnisi along with Bolnisi Municipality: organising town hall meetings, sessions for prioratizaiton of identified problems, discussion the plan in the municipal commission and working group, finalization of the strategic plan, and presentation of the strategy to the residents of the city through TV program. It submits progress and financial report to Bolnisi Municipality. The organisation has a good track record of management and implementation of different donor projets.
The Urban Foundation Responsible for supporting both municipalities and increase their project management capacities by providing consultancy in project management, in duly submission progress and financial reports in compliance with the requirements of the donor. It will be in charge of the project monitoring by desinging baseline and follow-up surveys for the project and analysing findings, providing legal analysis in the field of SWM in Armenia, providing consultants and experts for the seminars on SWM and environmental protection, ensuring project visibility, reviewing and finalizing key project documents, organising the dissemination conference. The Urban Foundation has sound exeperience in direct management of donors projects: EU Black Sea Cross Border cooperation, Habitat for Humanity Internationak, KfW, Dutch Matra, the Washington Urban Institute, etc.

The expected impact of the action

The Action will change the managaement style of municiplaities, will allow them to provide their services based on the designed strategies. Municipalities will have increased capacities in solid waste management. Apart from the project target groups and beneficiaries, more and more residents will be exposed to the project outcomes through their family membes, teachers involved in the project activities. Behaviour of the residents of both communities will change: by separating plastic bottles from household waste, they will contribute to the protection of the environment of their communities. The project will have impact also on neighboring communities and regions of Ijevan and Bolnisi. The outcomes will be disseminated to other communities through Ijevan Union of Communities comprised of 19 member communities and Kvemo Kartli Public Information Center.
