Summary of the action

Objectives of the action

The overall objective of the action is to improve the living conditions of between the border communities Tavush and Kvemo Kartli regions through joint cooperation.

Specific objectives:

  • unveil the potential for development of tourism and related services in the target regions;
  • facilitate multi-cultural dialogue and people-to-people exchange of youth across the border;
  • enhance cooperation of local governmental bodies of the regions and other various stakeholders of the project;
  • raise the awareness of cross-border environmental problems.
Target group(s)Young workforce from bordering regions; local entrepreneurs and individuals - providers of touristic services, civil society organisations, local government representatives and media.
Final beneficiariesCommunities, youth from the regions, tourists, local businesses, touristic service providers for the target regions, the tour guides and the society at large.
Estimated results
  • Network of tourist bureaus, operators, information centres and hotels in the bordering regions are set;
  • Joint cross‐border touristic routes are set and cross-border tour packages are offered;
  • Sites of touristic interest and the outcome tour packages are widely promoted for domestic and cross-border tourist flows;
  • Local providers of tourism services in Tavush and Kvemo Kartli regions have enhanced their quality of services offered;
  • The youth from border regions has gained qualification to provide guiding services in their regions;
  • Locals have higher awareness of cross‐border environmental issues in Tavush and Kvemo Kartli regions;
  • Sustainable cooperation between the youth and civil society organisations from bordering regions has been set;
  • Regional media and local media of border regions have increased their cooperation;
  • Different formats of cooperation with local decision makers have been reached.

  • Mapping and defining of non-material tourism potential and asset mapping;
  • Training activities of young workforce and local service providers on tourism;
  • Promotion activities for the results of the action.


The role in the action of the various actors and stakeholders (co-applicant(s)

Youth Cooperation Center of Dilijan (YCCD) will be responsible for:

  • the planning and organisation of the meeting of the stakeholders (Activity 1)
  • support the hired expert with available information and contacts for the survey on non-material assets (Activity 2)
  • Scrolling and selection of the participants of orientation session and the joint vocational training session on tour guiding services of Tavush region (Activity 3)
  • Scrolling and selection of the local touristic service providers for the training session on the offered services quality and marketing of Tavush region (Activity 3)
  • -planning and organisation of the Joint 7-day vocational training on Tour guiding services for youth from bordering regions and Training session for the touristic service providers and operators on service quality and marketing. (Activity 3; Activity 4)
  • -Conducting training on environmental sustainability and responsible tourism; (Activity 5)
  • -Conducting workshop for the youth and local touristic service providers participating in the action on cross-cultural understanding and tolerance (Activity 6)
  • -Setting touristic routes and creating cross-border touristic packages (Activity 7)
  • -Cleaning day in Tavush and Kvemo Kartli touristic sights (Activity 8)
  • -Pilot mutual tours by the participating youth based on the touristic packages (Activity 9)
  • Touristic material publication and distribution (Activity 10)
  • Promotion of the outcome tour packages via different means of traditional and online media (Activity 11)
  • Development of mobile applications for the project (Activity 12)
  • -Launching info corner in YCCD (Dilijan, Tavush) (Activity 13)
  • -Documentary video production about the project (Activity 14)
  • Meetings and discussion with local authorities on cooperation formats (Activity 15)
  • meetings of regional and local media on cooperation in tourism news coverage (Activity 16)

Kvemo Kartli Intra-Ethnic Union (KKIEU) will be responsible for:

  • Conducting joint vocational training sessions on tour guiding for the youth workforce (Activity 3)
  • Conducting orientation sessions and joint vocational training sessions on tour guiding for the youth workforce (Activity 3)
  • Selection and training of the touristic services providers on service quality and marketing (Activity 4)
  • Setting touristic routes and creating cross-border touristic packages (Activity 7)
  • Cleaning day in Tavush and Kvemo Kartli touristic sights (Activity 8)
  • Pilot mutual tours by the participating youth based on the touristic packages (Activity 9)
  • Touristic material publication and distribution (Activity 10)
  • Promotion of the outcome tour packages via different means of traditional and online media (Activity 11)
  • Launching info corner in KKIEU (Bolnisi, Kvemo Kartli) (Activity 13)
  • -Documentary video production about the project (Activity 14)
  • - Meetings and discussion with local authorities on cooperation formats KKIEU (Activity 15)
  • - Meetings of regional and local media on cooperation in tourism news coverage (Activity 16)

International Center for Caucasus Tourism (ICCT) will be responsible for:

  • Survey and mapping of non-material touristic assets (Activity 2)
  • Conducting orientation sessions and joint vocational training sessions on tour guiding for the youth workforce (Activity 3)
  • -Selection and training of the touristic services providers on service quality and marketing (Activity 4)
  • Touristic material publication and distribution (Activity 10)
  • Promotion of the outcome tour packages via different means of traditional and online media (Activity 11)

Eurasian Partnership Foundation Armenia will be responsible for:

  • A training of the youth on cross-cultural understanding and tolerance (Activity 6)
  • Touristic material publication and distribution (Activity 10)
  • Promotion of the outcome tour packages via different means of traditional and online media (Activity 11)
  • Meetings and discussion with local authorities on cooperation formats (Activity 15)
  • Assist in choosing the methodology of the project implementation of the training programmes,
  • technical assistance in carrying out the projects
  • Providing necessary contacts in Yerevan and with central government; as well as with local municipalities; and other stakeholders, such as international organisations and businesses,
  • Support YCCD and KKIEU in implementing Monitoring & Evaluation

The expected impact of the action

  • Technical: Due to the project activities the local youth have gained skills and capacity to perform as touristic guides; the existing touristic service providers have increased the quality of services offered; the media has improved capacity to cover the news on tourism;
  • Social: The youth of the target regions have raised the awareness on environmental sustainability. The sights of touristic interest are clean and preserved by the locals; The local youth who has been involved in joint training sessions (Activity 3) are performing as guides suggesting the tour packages developed by the project. The latter leads to economic self-sufficiency improving the living conditions of the locals.
  • Policy: NGOs, international organisations, interested entrepreneurs, touristic operators have established a network and institutional formats for cooperation. Formats of cooperation between the local government and other stakeholders have been reached. The result of the project serves as good practice for follow-up activities.
